the person is in an apartment building with balconies on each side. we are supposed to open a door (11 Technical required) to a fire escape staircase on the side of the building. after I eliminate all enemies on top of the building, I find that none of the doors can be opened, even one that shows more enemies inside. has anyone else had this problem? I think it's a bug.
Can you enter the name of the quest?
It will be easier this way.
Anyway, so far I haven't found a quest that requires some attributes to complete.
Here you have to pay tribute to CDPR that they designed the locations in such a way that no build is rewarded.
These 11 TECH are probably opened by some shortcut. Otherwise you have to look around.
Maybe a hole in the roof? The passage from the next room?

Yeah, a shortcut to the fire escape is possible. There is no quest name though. I think it's the only icon in Westbrook that tells you to "rescue person in this location". Some doors show "door (locked)" and others I can scan and see that they are not powered by electricity. I've looked for a hole in the roof, there is none. The map guides me to one specific balcony where there was an enemy on the phone. I eliminated him, but the door there cannot be opened.
I am in exactly the same boat. All enemies dead and fire escape open but unable to enter the building to complete
