No. She is a base set card (that crown icon), and such cards cannot be transmuted (or milled).

I guess this thread is kinda pointless then.
Looks like you just craft the animated version from scratch instead of transmuting.
Some premium base set cards are/have been available in reward trees in the Reward Book, e.g. the witcher trio (Vesemir, Eskel, Lambert) are in the Wild Boar tree.
But directly crafting premiums versions is generally the only way, yeah.
