I'm pretty sure that's not how you'd officially see yourself in 3rd person.

Like they already got pretty sweet animations for Panam and other characters, including random encounters with enemies, who are able to look normal while wearing weapon and shoot while crouching so it's not like the animations are missing.

So I'd honestly just put the "blame" on 3rd person modders, basically trying to "cheat" their way to 3rd person when game doesn't support it, using existing animation assets from other NPC's.

They are not cheating. They didn't complete ANY of the 3rd person animations. That are not on bikes or cars. The nonsense you see is the result. What they did was made animations that only work with the first person viewing angle. The other things is pulling the arms out of view. When they have to use the other arms.
