The game is based on a series of novels so our hero is Geralt from the first game till this part. I don't know how you define him as generic because he has a background story, his character and personality is well defined. Generic games are like TES where nobody knows your character except that maybe he is some special guy in the world and then you define his personality through his actions.
In Witcher, Geralt has a set personality and he is often given difficult choices with consequences and you'll have to pick a choice based on the situation and what appears appropriate to you, there is nothing like good or bad, black or white. It's more like shades of gray, you'll have to take some decision and you may regret it later. It's a very different experience compared to RPG games that clearly show good and bad paths.
Now coming back to customization, there is a lot, in fact TW3 will be the biggest customizable game in entire series. The only thing you can't customize is Geralt's personality and physical appearance like face/height/weight etc.
Now you can customize his hairstyles (it was present in TW2), his armors, swords, effects on swords, traps, bombs etc. There will be a huge Alchemy system (like in all TW games) in which you can brew potions that will improve your reflexes during combat and many other statistics.
Additionally the game will offer you different paths of character progression (trees) through which you can develop your own Geralt, for example if you are a player who focus on sword fighting then there will be a tree for that, same goes for magical and alchemy focused players (there will be more probably).
Last but not the least your choices and their consequences will have serious impact on your relation with other characters, imo the game has one of the best character to character relation system.
There you go I tried to put a small summary of TW games and what customizations you can expect from it. I hope you try it because right now it's the only game that doesn't have false hype, it is being hyped because it's great.
