I was desperate after I was exploring places, sailing, diving, revisiting places for it.
I found 4 diagrams that I was looking. Negotiator diagram is what I'm missing.

Could you remember where you get Negotiator diagram?

If not, so I cross fingers to look it in Toussaint.

No worries. I am reasonably certain the locations for these items are randomized to a certain extent, so even if I told you where exactly I found it, it most likely wouldn't help.

I would just keep looking.
