Don't use real life as an explanation here. Sword coated with silver or even worse - made out of silver, would become useless after few strikes against armored target.
TL;DR silver is much weaker metal than steel/iron.
Actually...in books, a silver sword is used against magic monsters.
A werewolf can be hurt with steel, arrow...even wood.
First of all Ciri is not a Witcher.... She has just been thought how to fight like one. But she never did the trial of grasses. And she uses oils to fight monsters as stated in an earlier dialogue in the game. But you could also argue that you could probably kill a monster with a steel sword, like you would be able to kill a human with a silver sword. It is just that a silver sword is way more effective against monsters. If silver was the only thing that could kill monsters, then pretty much no one could kill monsters besides witchers. But there are other types of hunters who kill monsters in the world, but Witchers are the most effective. I do remember one quest in the game where Geralt finds corpses of monsters killed by soldiers. I doubt standard soldiers all carry silver weapons.
