Should Mod Slots be fixed rather than Randomised?

I was thinking i'd much prefer it if the mod slots for clothing/armor were fixed when you picked them up from drops etc.

I find myself saving and re rolling just to get the max mod slots on the legendary clothing I pick up and I never really care about the other random stats on the item.

What do others think? Personally i'd like to see it patched so mod slots are always fixed at the max possible for the rariety level and its just the other stats that are randomised, would save me a lot of time anyway.
 
Clothing should have no base stats at all (including armor rating), just mod slots to put the stats into. This way the item level wouldn't matter. You could just swap mods for better ones when you level up.

Number of slots should be constant, depending only on the clothing rarity like it is with guns.
