Clothing not showing up in Upgrade window?]

See if someone can help me out or confirm this is a bug.. So I upgraded a legendary jacket I got a bunch of times, like 14 or 15 trying to keep it up to my level cause its nice.
It suddenly disappeared from my Upgrade window completely, I still have it, i'm wearing it. it shows up in every other window but not Upgrade. I leveled a couple times and it still doesn't show up in my Upgrade Window.

A second piece of legendary clothing, pants also did the same thing. Anyone else run into this, bug, feature, unexplained game mechanic?

Usually when you can't upgrade anymore is because the item is in it's level cap, or in the same level as the user.

But for unknown reasons, the developers thought it would be a good idea if the items never showed their current level to the players.

Nor they care to make a tutorial explaining these game mechanics.

From player to player, you know, just go to some shop and insert armadillo mods in your clothes to stock up the amount of armor you think is balanced for you, instead of burning crafting materials upgrading.
