You have to use a special area environment for this effect.

First you need to set the colour you want for the environment. Click on m_finalColorBalance and set your colour in highlightWithScale and midtoneWithScale

(the picture appears small, but you can zoom in or copy the url to see it in fullscreen)

Then you may want to desaturize the picture for the sepia effect. Go to m_ColorModOpaque and set contrastNearStrength to a lower value as well as contrastFarStrength.
