Comprehensive Gameplay Pitch for Project Orion: Dynamic Law Enforcement & Pursuit Systems (SP/MP)

Hi CDPR Team,

As a dedicated fan of Cyberpunk 2077, I am incredibly hyped for Project Orion. Now that the franchise is moving to Unreal Engine 5 and expanding to a new setting like Chicago, the systemic possibilities are endless. I want to pitch a comprehensive core gameplay feature that could become a massive selling point, driving ultimate player retention and community engagement: A Fully Playable Law Enforcement & Special Tactical Career Path.

Instead of restricting the player to the traditional mercenary loop, offering a legitimate alternative to join the police force opens up a completely new gameplay dimension that perfectly unifies Single-Player depth with Multiplayer longevity.

Here is how this system would work as a major gameplay pillar:

1. Single-Player: From Rookie Cop to Special Operations Faction​

  • The Progression & Enlistment Loop: Players can choose to experience Chicago from the inside of the system. To trigger this career path, players can physically visit any local police station/precinct across the city to apply and enlist. Starting as a rookie police officer handling basic street patrols and dynamic dispatch calls, players can earn legal Eurodollars. As they rank up, they can unlock promotions to Detective or ultimately join the Special Tactical Units, responding to high-threat cyber-crimes and extreme emergencies with heavy tactical drops.
  • Corporate Corruption & Moral Choices: This system perfectly fits the cyberpunk genre. Players face deep systemic choices: Will they remain an honest cop struggling in a broken city, or become a corrupt officer taking bribes from local gangs, leaking corporate secrets, and executing under-the-table hits for fast cash? This introduces an "Internal Affairs/Suspicion" gauge that contrasts with standard Street Cred.
  • Exclusive Law Enforcement Tech: Joining the force gives access to department-issued cyberware, heavy tactical armor, and specialized faction vehicles (like police cruisers with built-in netrunning capabilities or heavy special operations enforcer gear).

2. Multiplayer: A Living, Self-Sustaining Ecosystem & Systemic Pursuits​

  • Organic "Cops vs. Mercs" Dynamics: This is where the feature truly drives infinite replayability. Instead of relying purely on AI reinforcement, real players acting as law enforcers can receive real-time dispatch alerts when other real players commit crimes or trigger high wanted levels in the multiplayer world.
  • Dynamic Tactical Backup System (Call for Backup): During intense shootouts or high-speed chases, player-cops can actively use their police radio to request immediate backup. Depending on the current threat level, the system dynamically deploys reinforcements—ranging from extra patrol cruisers and tactical roadblocks to air support (AV/Helicopters) and heavy special forces. This backup is seamlessly scaled using available online player-cops or advanced AI units.
  • Hybrid AI & Dynamic Scaling (NPC Integration): The multiplayer world is not populated solely by player cops; standard NPC police units naturally patrol the streets alongside real players at all times. To guarantee balanced gameplay, if there are not enough active player-cops online, or if their rank is too low for the current active threat level, the system automatically fills the responding squad with advanced NPC officers.
  • Real-Time Map Tracking & HUD Pings: The moment a mercenary player commits a high-level crime, their escape vehicle and exact coordinates are automatically tracked and marked on the police forces' (both player and NPC) mini-maps and HUDs in real-time.
  • High-Octane Pursuit Mechanics: Officers can initiate intense high-speed chases across Chicago. Player-cops can use unique tactical abilities, such as remotely hacking the suspect's vehicle to force emergency brakes, overloading traffic lights to create instant gridlocks, or calling in automated tactical roadblocks to trap fleeing players.
  • High-Stakes Bounty Hunts: If a squad of player mercenaries robs a corporate vault, a squad of player or NPC tactical agents gets deployed to neutralize them. The rewards are driven by the criminal players' bounties, making every chase intense, unpredictable, and highly competitive.
Why this is highly feasible with Unreal Engine 5: With UE5's advanced world partitioning, enhanced physics, and superior multiplayer replication, creating a dynamic faction-based backup and real-time tracking loop is more achievable than ever. This wouldn't just be a side activity—it would be a major feature that expands player freedom and fits the cyberpunk genre perfectly.
