Are you using any mods?
Click on the Launcher-Options-DLC Settings & see if there's any thing other than the 6 DLCs that have been enabled! I think mods don't allow u to connect online, so better check if you have anything other than the 6 DLCs enabled.

ohk, so i ve found the solution to the problem
the problem is with patch 3.1
i did an uninstall and a clean install,
I first uploaded a score using enhanced edition only, it uploaded it
I then installed patch 3.1, and it gave me the error
so, there's some issue here with results not being uploaded with patch 3.1

The 3.1 was intended for users who experience C5 and 142 errors with no specific cause solely to get the game to run .
I tried to post Arena scores with 3.1 latest GOG version too but it says "CONNECTION ERROR, CANT CONNECT TO SERVER". The game launcher connects to the servers fine but I can't post any scores online Is there any fix at all for this or do I have to re-install again to the EE version to upload Arena scores? Something is obviously wrong with the 3.1 version although I did notice some FPS improvement while playing the campaign. Plz reply...

(As said in the post above yours).
3.1 hotfix was intended only for people with a specific problem, and it was advised at the time that it would break the link for Arena so should not be applied generally.

there are 2 versions of 3.1, i've asked that already:
1. normal: http://en.thewitcher.com/patch3-1/
2. hotfix-that-breaks-Arena-score: http://en.thewitcher.com/dotnet/
I did not reinstall to retest both versions but the first one ( that he posted the link to earlier ) should not break Arena scores afaik...

yeah, but you can backup witcher2.exe before applying the patch and if 3.1 does not work as expected just put the 3.0 witcher2.exe file back no need to reinstall the whole game
no need to reinstall the whole gamethere are 2 versions of patch 3.1, please paste the link of the one you got issues with and also please detail if you used the .NET-fix before patch 3.1

are witcher2.exe and launcher.exe added in the Windows Firewall as enabled to access the net?
in general, please DISABLE AND QUIT every other application that is running, those in the system tray, antivirus, mouse apps, updaters, EVERYTHING and then run the game
