Contract: Monster on the High Road not starting

Hello,
Playing on version 1.62, grabbed the contract "Monster on the high road" at both Larvik and Arinbjorn at Skellige. After reading both contracts, no quest ever appears.

It is not listed in my completed quests either. I noticed this bug was reported several years ago, seems it still hasn't been resolved?

It’s been a long time since I played it but I think you can also talk directly to Thorleif in Larvik who is responsible for the contract. Seems like the quest connected to the contract is called Strange Beast.
