CP2077 Not Updating past 2.21

I know this issue is affecting multiple ppl online since its been reported but I cannot find a thread anywhere with the solution. Just as the post title suggests, the game is stuck on 2.21, meaning it won't use mods for 2.31 and that I have to redownload Phantom Liberty every session. When I check on the Vortex mod loader, as well as in the game itself, it reports version 2.21. So far I've performed 4 clean installs on the Steam Client, I've verified game files, deleted cache, deleted the app manifest and even the executable files in the game folder but no progress. The CDPR website is no help either. Why does it refer me to "tech support" and it's really just an FAQ? The download 2.31 doesn't even link to a patch but instead a changelog for the patch. Either their english localization is trash or they are being misleading which definitely adds to my frustration as I've been trying to troubleshoot this one and off for the past ~2 months. If anyone has found a solution, please let me know! I'm not sure how these threads work but if there's a way to make this appear for more people so those who have this problem can find the thread and the solution whenever it does get posted that would also be a great help _/|\_

Sorry if I misunderstood, but there is no download links. You have to apply update through the store you bought the game (Steam/GOG/Epic).
