Most multiplayer games of any scale depend on dedicated online servers to be able to function and that is probably the model CDPR, way back when they were looking into it, were aiming for.

So I don't think anyone should get their hopes up that modders could just deal with it, even if CDPR released the code as far as they got. You're talking about some serious computer machinery needed to actually run the multiplayer function.
