CPU speed lock and high usage after update 1.12

After patch 1.12 usage of my MSI laptop (Win 10 HOME 64) cpu is locked in 2.6ghz. It only happens while playing Cyberpunk. Earlier on (around January and late December) game worked fine with no cpu lock .I've tried playing with options but still nothing. I'm using i7-8750h and 1650. I've added screen in attachment with my cpu while using chrome with twitch.tv on (left side) and second part of screen is cpu in CP2077.

Did you tey change resolution, update your driver and chipset? Maybe even BIOS

Yes, i've updated everything i can but still the same thing :/

Same my CPU(i3 8100) doesn't get above 50% and I get like 3 fps before that I used to get 30+ on same setting, now setting doesn't matter i get 3 fps on any setting

Task manager doesn't seem to report reliable results when running CP2077 for whatever reason.
Something like HW Monitor will likely give more accurate data.

really? Do you have source for that, or tested it by yourself on different PCs?

The same results i've got in for example cpu-z and that problem is sensible streight in the game not only in task manager
