Crafting Clothing Mods - Only common/uncommon/rare. No epic

By now i think i crafted over 200 Armadillos and over 100 Backpacker and i have seen zero epics, only rare uncommon and common.
Currently i am level 27, street cred 50, crafting level 18 with True Craftsman, Grease Monkey and Edgerunner Artisan. This is my perk tree:

I couldn't find any post about this issue here, only on reddit which didn't solve my problem.
Is this a Bug? Someone else have experienced the same issue?
Playing on PC, ver 1.05.

You only level 27. They could very well level locked. I had multiple epics but they are quite rare.
