Crafting Legendary QuickHacks

Hey Guys, I'm trying to figure out if this is a glitch like what I read in many forum posts, or part of the game and I am being impatient. I just unlocked the Bartmoss Legacy perk, so now I can craft legendary quickhacks, but for some reason many of the ones I want to craft won't allow me and are blocked, despite having the necessary crafting components. It doesn't look like I am missing anything, except maybe a recipe of some kind, but I cannot confirm this as it doesn't give me any details. Help would be much appreciated. Does that contagion have a sell price? If it was given to you it won't work as a crafting component. I thought you needed purple versions to turn into legendary.
