Issue:
X being the variable (number of Iconic items can likely be tested).
For many Iconic items, you unlock the crafting spec for the item (X). If the item starts as Rare, you have a crafting spec unlocked to unlock the Epic version (using the the Rare version as a material). If the item starts as Epic, you have a crafting spec unlocked to unlock the Legendary version (using the Epic version as a material). However, some iconic (but may not be limited to Iconic) weapons do not follow this path.
For example, acquiring 'Lizzie' as a Rare item, has the Epic crafting option, but it stops there. Whereas, Breakthrough can go from Rare -> Epic -> Legendary. Both are Iconic. Seems to depend on what crafting spec is initially unlocked or if V found another crafting spec...but for Iconic weapons, finding duplicates are slim to none.
In fact, once converting an item like 'Lizze' from Rare to Epic...the crafting spec is removed entirely.
Additional Note:
Crafting Level 18 unclocks crafting specs for iconic weapons and clothing. This may be the reason why it's inconsistent to Iconic weapons you find in the wild. If V does not have Level 18 in crafting, then V may not get the option?
