Why is it my crossbow can kill a level 10 drowner under water with one shot and out of water it is about as effective as throwing a custard pie at somebody?

Because crossbow is the only weapon you can use underwater.

I'm no expert but I sincerely doubt a crossbow is more effective when fired under water.

There are a couple alternatives here.

-no underwater monsters.
-underwater crossbow is as effective on land, and you drown killing one drowner.
-on land crossbow is as effective as underwater and is the most powerful weapon in the game.
-underwater sword fighting.
-special addition underwater weapon.

I think CDPR went with the right choice.

BTW it doesn't matter what level monsters are, as far as you underwater it's one hit.

ive had many drowners take two arrows before dying

Yeah, some monsters take two crossbow hits to die underwater until you level up.

It's purely a gameplay mechanic.

Also, crossbows can be significantly more effective per shot if you fire without drawing your sword.

Use special bolts and skills like me. Makes them a bit more interesting that way.
