Crossroads Innkeeper

Unable to talk to innkeeper at the crossroads after initial main quest encounter. Subsequently making it impossible to purchase items. More importantly, you can not complete the "Gwent: Playing innkeeps" quest Innkeeper only says "Go out the back. More o' the Baron's men in the village."

Did you kill the guys inside?

I know I didn't kill them in my playthrough and was able to go back and get the card. He wasn't there at first but I meditated to a bunch of different times, 2 pm being the one he appeared at
