Crouching Tiger (Stealth Perk) Seems Broken

Crouching Tiger - Movement Speed Increase by 30% when in Stealth/Sneaking

I saved before and after taking this perk to test it. I don't move any faster while crouched after taking it, if there's a difference I don't notice it. Anyone else picked it up and noticed faster crouched movement?

It seemed to work for me. I moved at a SNAIL'S pace before and now I move quite a bit faster. There is a lot of jank with movement speed bonus equipment though. The clothing mod that boosts movement speed doesn't work at all. I walked from one point to another and used a stop watch to test it. The movement speed bonus didn't reflect in my stats screen either, but then again, hardly anything does.

Glad it's working for at least one person. Still broken for me.

I even used the stopwatch app on my phone and timed it moving from distant point A to B while crouched in stealth mode. Taking the perk didn't increase my movement speed at all.
