CrystalCoat locations for scanning particular vehicles

I've noticed that certain vehicles seem more likely to be in certain locations but haven't been able to exactly pin down where some of the ones I'd like to accumulate CrystalCoat scans would be.

Like, say, the Herrera Outlaw. I can't find any on the road but I'm guessing there might be some location where I could wait and there'd be a few pass by. Just wondering if anyone has noticed the same for this or other vehicles?

Vehicle spawns depend on district wealth:
North Oak / Corpo Plaza – luxury cars like the Herrera Outlaw.
Heywood / Westbrook – high-end imports.
Watson / Santo Domingo – mid-tier cars.
Badlands – Nomad vehicles.
For CrystalCoat scans, farm around North Oak or Corpo Plaza — Outlaws spawn there most often.
