Custom UI

Is it possible to create custom UI ? For example I'd like to add action bars with abilities on bottom of the screen. Or new reasource bar or whatever.

Or do I need Scaleform compiler and more deep code access ?

I bet it is possible but i guess it will require proper version of flash files with proper coding inside and then proper coding in witcherscript. I would like to play with it a little bit but i don't feel skilled enough, so i wait for someone else to pave the way
