cyberpsych in the wasteland does not want to spawn

I had the following problem: I neutralized 16 out of 17 cyber-psychics in night city, I sent information about all of them to Regina, I killed 5 or 6 of them (it doesn't seem to affect the development of events), and when I arrived at the last place where I should being a 17th psychopath, there's just nothing there. Certainly I have passed the "rescue" mission. This was supposed to happen in the wasteland, and I completed "House on the Hill" and "Second Chance" without problems.
