Looks like its fixed (in the upcoming patch), at least for those who haven't started it:

Cyberpsycho Sighting: Bloody Ritual now triggers properly, regardless of which way the player approaches the quest area.

But I'm unsure about those of us with save files established.

Hmmm, still not fixed with the quest started. Literally, the only bug making the game unplayable lol. Waited four months with no progress so I still can't finally 100% the game unless I start a new save. Props to all the other fix made on 1.2 (though it didn't feel different and made no difference to me) but extreme disappointment on this issue. Projektred probably prioritizes the ones who haven't spent money or invested time on the game yet and the ones with money already taken from are on the short end of the stick.

Exactly where do you get stuck? this gig has always worked fine for me. Did you scan the grass to the sides? easy to miss that.

Just following up that mine is still in a stuck state. It appears the only thing missing on mine are the text messages.
