It sucks cause the CyberPsycho is a cool concept, hope the game fixes itself for you
This quest can be frustrating, if recommend getting an auto save incase it fucks up, I'm playing on pc and got lucky the two times I did the quest, although I did reload the first time I tried it assuming it was glitched. I found just looking around and keeping the scan on would cause the pyscho to pop up, this was after getting and decripting reading the shard going to the body on the left, and then looking around with my scanner
This is the last quest I have left to do, and likewise bugged out for me. Scanned everything including the bit of blood near the trash and all bodies, decrypted the shard, no boss jumps out the tub still. Kept going back to it as I continued through game hoping it had been fixed but nope...now I've completed the game except for this one quest.
