Cyberpsychos drops aren't what I read about them.

I read somewhere that Cedric Muller, the Cyberpsycho from On Deaf Ears was supposed to drop a Legendary Carnage with a special modifier when you take him down, but he doesn't. It's just a normal Tier 2 Carnage. I'm also not sure about the Beast Mode mod, haven't had time to check. I didn't find it the first time.

Then there's Norio Akuhara from Phantom of Night City (although I could be wrong about this one) that was said to drop an epic Katana, which I never saw.

Am I supposed to fight them on a higher level or something? I'm level 15 atm and I enjoy the fights but the drops aren't showing up as I'm reading them on guides. I don't actually read on how to fight the bosses, but mostly on what the loot is that I'm supposed to get since I always miss things whenever I play RPGs.
 
It's quite possible that the guides you are reading are outdated.

Back in 1.0 version of the game, loot tables were different and drops were static. So you could get "Legendary" (Tier 5) loot from specific sources.

Whereas in 2.0 version of the game, item tiers are dependent on your level. You will not get "Legendary" (Tier 5) loot dropping until you're level ~35-40. "Epic" (Tier 4) loot will not drop until you're level ~25-30.

As far as unique, Iconic items...

There are only 2 Iconic Carnage variants. Neither come from a drop. Mox comes from Judy's questline. While Guts you just pick up off the ground in City Centre.

Beast Mode no longer exists as of 2.0 version of the game. Which very much suggests that the guides you are reading are outdated.

This seems completely counterintuitive to not only RPGs, but making a fun game. If I'm fighting a strong enemy there should be some reward to it. Yet I get nothing other than some money and street cred. What's the point of me even completing any of these types quests and not just wait until I'm level 40 at least?

Yes, the system is flawed, mostly due to them having to simply reconfigure their lackluster 1.0 systems into the 2.0 systems rather than starting from scratch.

1.0 system wasn't much better though. I remember getting full Legendary (Tier 5) equipment in Act 1 in 1.0 (Mostly from buying it from stores to boot). At which point it's like "Why do I care about ANY content now that I'm max level with max gear?"

With 2.0 there are still places that drop specific items, with Iconics coming from various missions and enemies (Though instead of Cyberpsycho's its mostly "Suspected Gang Activity" NCPD callouts)

The general premise of the 2.0 changes is simply to allow you to tackle any content when you want. Rather than having set levels for everything. As they wanted to promote the gameplay of "Explore the city and stumble on things to do" as opposed to "Do everything in a set order because that's how the level scaling works"

Phantom Liberty has them doing content rewards a bit better. With things being a lot more rewarding overall (Airdrops and Vehicle thefts give tons of loot with also high chances for skill shards). With an increased number of unique Iconic items as rewards (Literally, a majority of iconic items in the game are exclusive to the DLC)

Much of the base game is marred by the initial design of "ARPG" style loot where the focus is on just getting random drops... So most gigs and events (Like Cyberpsychos) give nothing besides money and exp. As the items are supposed to be found via enemies dropping random loot. Though, unlike an ARPG, you don't get repeatable missions to keep farming so it feels terrible if you don't get what you want after finishing everything (Something else improved in the DLC with infinitely repeatable content)
