Cyberpunk 2: Character Creator & Mod Tools

Let's be honest here, if Cyberpunk 2 is going to rock the world, and it should, it's going to take a billion dollars and 8+ years of development. I don't expect CDPR to have Rockstar level funds to invest, especially when chasing multiple IP's but this shouldn't diminish the new bar set for Cyberpunk 2 in 2032-2033. With that, I have the following ideas for CDPR that not only gets you there financially, but gives fans what they want too. Win wins all around.

1. Build the best modding tools ever and release them into early access long before game releases. Maybe even pay for early access like some developers are doing (e.g. Path of Exile 2). This will get the community involved early. CDPR gets money, we get tools to play with and comment on. Only wins here.
2. Build the Cyberpunk 2 character creator FIRST and release it before the game. $20-$30 dollars. Along with the mod tools and this community will explode (in a good way). Money rolls in, we get to fiddle with characters, photo modes and fashion modding long before CDPR decides what the main story needs to be (lets face it, Cyberpunk 2077 longevity is based on fashion modding).
3. MAKE THE CHARACTER CREATOR the best anyone has ever seen. Cyberpunk 2 probably won't be as big or detailed as GTA6 but IT CAN give us the most amazing character editor, photo mode and wardrobe system ever conceived. And that alone will create PLAYER RETENTION!
4. Wardrobe system needs to go even further than modded 2077 - which is amazing. Must have dozens of wardrobe slots, layers, physics, transmog, audio (what you are wearing should determine what you sound like moving around - this can be computed in real-time by the games AI systems. An area ripe for new technology).

So $20 for the mod tools, $20 for the character creator is $40 then $80 for the game (some years later) is $120 and this justifies the billion dollar expense.

Hum... Not sure it would be well received to sell the modding tools. It means selling tools to make products which can't be sold. And I wonder who would agree to pay for a simple character creator, even if it's the best ever made? Sure I wouldn't.

Even if I'm a big fan of CDPR and their games, that's a level of greed I'm not willing to support and I'm quite sure I'm not alone ;)
 
My argument would be for free character creator, free mod tools, make an awesome game for waaay less than $120 billion, then charge $49.99-$59.99 for a complete experience.
