Cyberpunk first and foremost is a genre of science fiction, rooted in the 70s developing scifi authors and finally defined by William Gibsons first novel "Neuromancer" in 1984. This stuff is OLD and has a lot of history and culture related to it. It is not just some world and lore that CDPR created or a single PnP game from the 80s.

On a related note, it is kinda interesting that Pondsmith (the creator of the original PnP cyberpunk) is so adamant that he never read Gibsons Neuromancer and based the game more on Blade Runner and Hardwired (another cyberpunk novel published a few years after Neuromancer). Just started to re-read Neuromancer after like 20 years and it has it all: Voodoo, a city called Night City... Find it really hard to believe that the first ever novel naming these iconic settings was NOT the inspiration for Pondsmith
