If that's what they think, then they aren't paying any attention. Right now, Steam lists three distinct products: "Cyberpunk 2077", "Cyberpunk 2077: Phantom Liberty", and "Cyberpunk 2077 & Phantom Liberty Bundle". If someone doesn't see all three of those, and just goes to the Cyberpunk 2077 store front, the expansion is prominently displayed as a separate product. It would be hard to make that less confusing to the purchaser.

CDPR will most likely provide a "beta" branch for people in your position as they did for TW3 NGE. Will they communicate this clearly though? Optical camo isn't a DLCI did hope that the items added would be more interesting than what we got through the free DLC. Biggest DLC “bonus” we got was the Optical Camo. The rest was just meh.
While i do agree that we got some free DLC, W3 free DLC was kinda meh too tbh... Except for the quests perhaps. Dont get me wrong most "DLC" is kinda meh (a skin, a op weapon or so on) Expansions tho, are generally better, especially CDPRs..Optical camo isn't a DLC

I would say, we get even more than TW3 (Transmog customization, apartements are "bigger" than every DLC released on TW3.
