If you have a subtitle stuck, come to the audio section, turn off the cinematic and above option and return to the game, then open the settings you closed and your problem is solved.
Does not work in the long run, just removes it until you have to load a save again (dying / relaunching the game).

I have the same exact problem. By deactivating subtitles and reactivating again I can get rid of it until next load. What worries me most is that I don't know if this is just a fixable little annoyance or some kind of savegame corruption which could affect other aspects of my playthrough as I progress in the game.
Same issue here with the same line from Johnny. Gets stuck and repeats every time I load up. It seemed to first trigger for me when entering Japantown for the first time.

I thought I'd add some information, already made a bug report, too.
For me the voice line first triggered when on the Gig: Last Login, which I don't think is in japantown. But later I returned to a save before the line and did other things for a while, and the line triggered again (and got stuck) when leaving Watson (I was on the phone with Wakako Okada), so possible on the way to japantown at the time.
No amount of juggling saves seems to solve the issue, I have gone back to the first save post prologue, and the line returned after a little gameplay and got stuck just the same. It doesn't matter if subtitles are turned off in game settings, the line will still have subtitles when it repeats, but changing the setting after the line will make it disappear until next reload/return to checkpoint.
I'm looking at losing almost 19 hours of progress if this cannot be fixed after the original trigger.

I have the same voice line stuck in my playthrough. The voice line played and the subtitle got stuck when I crossed the bridge from Watson to Japantown. After that, it played again and the subtitle got stuck again each time I load a savegame from after that first occurence.
Ok, I did some more testing... it also happens when I cross over to Downtown/City Center, coming from Watson. Right before, I finished the main mission "Playing for Time", in which Johnny appears. Maybe that's got something to do with it?

Yeah, i had that one, place you have to go have no name, it's in the badlands, a minefield where you had to recover an almost totalled car and at some point johnny comment on it.
I'll attach a screenshot of the map.
BTW i must state again that place is a MINEFIELD, literally.
To Fix this bug go to the location that the line of speach should have finished at and it will play itself out and then be done.
I have a similar bug but it came very early - on my first mission in the city to rescue some woman. I have subtitles turned off completely, yet, about halfway through the mission I noticed a line stuck at the bottom of my screen, "T-Bug: On your toes. More bodies incoming, they're almost on you."
It stayed on screen until I got back home after the mission and got out of the car. I saved and reloaded later and it was gone.

This happened to me twice already with different lines, the way I did to solve it "permanently" is to turn off and turn back the subtitle, went back home, sleep, and save the file. Roam around, do some quest for 10 minutes. Once you reload again, the subtitle should be gone.
I know it's not perfect, but it works for me.

Edit: It could also be tied to a specific quest, once you're done with it, the line should be gone...(really need more testing to confirmed)
Edit 2: Now I'm having a subtitle bug with V and haven't found a good solution so far... this is so immersion breaking
Edit 3: Don't bother trying to "permanently" fix this issue, it will always come back with different lines (i got several lines of Johnny's stuck on screen from time to time, and now with V), the only "temporal" fix is to turn off and on subtitle each time you load a save .

I had this bug today at the shooting range with wilson (during the shooting contest) and it was driving me crazy.
But I did exactly like you said : turning off the subtitles, turning on and I slept in my appartment right after. Then I did the same quest again with wilson (and just to be sure I slept another time after).
And now it done. So I guess that we just need to sleep actually (or to find the place where this line pops up but it's way more complicated imo).
It's my first comment, I registred here just to confirm your theory but it's important for the futures players who will have the same problem haha
I've got this too but I've gone back to the location and I still can't get rid of it, any ideas?
