Don't raise difficulty of opponents and missions by just giving them tons of health and making them take/deal more or less damage. Instead, change AI complexities, tactics, amounts of enemies or obstacles, scarcity of items, etc...
In short, be creative with challenges and difficulty.
I have yet to see a game that has successfully pulled this off, and I would love to see an amazing concept such as Cyberpunk take off with it.
Also, incorporate Lazerhawk or Power Glove music into this game in absolutely any way possible.

Having the possibility that some of the situations (to a reasonable extent) that happened in the Black Lagoon (anime) would be interesting. Going from corporate to pirate would be great. Also choosing not to kill anyone but still surviving by the hair on your neck.
Well since Night CIty has been moved more to the coast I dont see why a group of pirates wouldnt be out of the question.

Create a mini-game, likely candidate is cards (similar to Magic the Gathering or Blizzards new Hearthstone), which can be played single player or multi-player. Not only would it be fun to play a card game in CP2077 based on critters from Witcher world, but it's something which could eventually be expanded to become independent.
Same in Witcher 3 ...... I could lose hours playing a Cyberpunk 2077 card game.
Anyways, I won't dribble as you get the idea. Plus, I really drink but someone suckered into trying this sickly sweet (and mildly addictive) cider called Kopperholgahn something. Now I'm off to bed.

A 2077 themed card game in TW3? No. Just no.
I can tentatively see something working in 2077 based in TW series. But not a digital TCG. It's being massively over done right now.
If there is any sort of game like that then I want it to be designed with gambling in mind. Vice is a big part of the Cyberpunk world and gambling can easily be the worst. I say that as a reformed gambler, and it's so bad because of hope. No other vice offers you that chance, the one big score, them you can stop and everything will be alright.
Talking about gambling, a illegal gambling game system like in shenmue 2 could be cool
Gambling was discretely implied, though I certainly should have made it clear with a little text. In RL I've only ever touched card games since I did Discrete Mathematics, learning statistics killed any notion I had ever after of playing pokies or lotto.
Unfortunately I was at party which had run out of Pineapple juice & lemonade, so one of my dear friends (who feels 37 & single is wrong) started giving me Rekorderlig (apparently a sweet cider) with my juice. Been a non-drinker it didn't take long before I was foregoing any juice and stuck to those bottles like a baby to a tit. Our Australian ciders pack quite a bite so, with my senses blasted by passive smoking and loud music, I didn't notice the sweet flavour before I was legless (which is about 1 or 2 drinks).
I remember dreaming about gambling over a Witcher Card game in some smoky bar with a Vodka in hand ....... I just don't remember getting online and writing it in the forums
