Cyberpunk doesn't say anything about the time or era persé. Besides, Cowboy Bebop isn't that far ahead in the future anyway. Humanity is still "locked" in their own solar system, which gets dirtier and more polluted by the minute. The technology in Cowboy Bebop is similar to our modern day technology, with some extra new stuff such as spacecrafts and space stations.
