Hello. If you can't boot Cyberpunk since patch 1.61. Try the following.
I have no mods. I completely uninstalled and reinstalled the game via steam. I did a "verify integrity" through Steam and still nothing. When I hit play from Steam it opens the launcher, when I press "play" from the launcher I get an error saying " please verify file integrity". Nothing works.
I even tried launching the game right from the x64 folder via the exe and nothing happens. I've disabled anti-virus on my Windows 10 machine, but still nothing. I've updated all my Win 10 updates, restarted, and still nothing. I've right-clicked and run the exe as administrator and still nothing.
What did work:
The fix is to uninstall RED4EXT.
I deleted the following from my x64 game folder:
Remove d3d11.dll / powrprof.dll from <game_directory>/bin/x64
(Optionally) Remove red4ext directory from <game_directory>
After deleting those two files the game booted with no problem. I highly recommend (unless there's a patch 1.61 version on nexus) deleting RED4EXT, RedScript, and MOD Settings-related files that we get from Nexus. I hope this helps anyone whos still having problems.
If you use Reshade make sure you have the latest version (even though ReShade was not the problem for this).
