d3d9.dll, help needed

Hello, the d3d9.dll stutter fix i used does not seem to do anything, what could be the problem? I use The Witcher 2: Enhanced Edition 3.3, my system specs are : nvidia 9600 gt
AMD CPU-4000+
2 GB RAM

i know the specs are old, outdated and not suited for most modern games, but is there anyway to get a working "fix" to get better performance ingame, it starts to lagg in certain areas, like chapter 2 arena fights, or in flotsam on the prison barge, it drops to 1 fps or worse in other areas it runs 20-30 fps with no crashing or problems, in the mentioned areas it laggs even if i lower the setings to lowest possible, so help would be appreciated, i plan on buying a new pc anyways.

Try setting "texture downscaling" to a higher value!

Yes i did, lowered all settings put texture downscaling to high no luck.

Try texture downscaling "None". "High" causes a lot of extra work. Also try the lowest resolution that works well with your monitor; 1280x720 is usually good. The game is very sensitive to resolution.

..My idea of that setting is that it downscales textures before uploading them to GPU memory, thus allowing for better performance?

It saves on GPU memory and bandwidth. But it burdens the CPU, and that is a sub-minimum CPU by game standards. (Not sure whether a "4000+" means the Athlon 64 or 64x2 flavor. Either way, it's way down there.)

Unless there's a serious GPU memory bandwidth problem, and there should not be with a 9600, I think avoiding texture downscaling works better.
