I think it would make some cool sense if the Quick Travel spots were a form of Taxi Service calls, where Delamain vehicle is summoned next to your location, you step into the car, and you're free to assign whatever other location Delamain would pick you up from.
It just doesn't feel that fun and interesting to see your character just swap into another location. This would make us able to sit on passenger seat and enjoy the City as car moves further. Wasn't it Elon Musk who said the game needed self driving cars, right? Why not make this sort of feature? I mean Delamain exists in game, right? But we never get to use him.
It could be paid taxi service where you're charged 500-1000 depending on travel time, and of course you get sometimes reminded that this isn't the PREMIUM package you got when you went to Konpeki Plaza. You could have chat with Delamain as you travel through the city and maybe there's some interface you can check news or something. Making the experience feel like you're actually using taxi.
So maybe remove quick travel points initially and instead make these quick travels completely unlocked once you finish quest chain with Delamain.
This would of course be completely voluntary mission chain but it would make a ton of sense that Quick Travel doesn't work.
You could ad few informercials in the beginning of the game where News Anchor is interviewing Delamain and asking why his taxi service is being shut down in your start location, and Demalain not being aware what's causing the problem, or maybe he just is currently blocking using his service because of the lockdown.
In anyway, after the heist you'd discover that all the quick travel spots have been infected by some weird virus and there is echo of all the personalities split from his main. The way you unlock quick travel is taking down these personalities based on each zone, and once all personalities in zone have been caught, you gain quick travel in that location.
This would be more akin to Dark Souls 1 travelling system when initially you're forced to walk in every place and having to go little back and forth until reaching Anor Londo and gaining whatever golden plate.
As a bonus, in later when we get option to set them free, you can still use the taxi service, but instead of Delamain always answering you, you get the personality of lets say the Depressed one to help you navigate on the given sector.
