If you mean "developed in parallel for PC and consoles, or developed for PC and ported to consoles", it is most likely somewhere in between. It's parallel in the sense that they're working on the PC version and the console versions at the same time. It's ported in the sense that the PC version is native, and the console versions are most likely cross-built, with console-specific details conditionally built in. They've always said PC is their primary platform.
But nobody can tell you from that kind of foundation what level of performance to expect. If I had to guess, it would be that it will look good on medium to high settings (that is, without the really expensive features) on consoles, but if you turn the eye candy all the way up, it will make high-end PCs cry.
