I think TW2 hit about the right level of sexual content. You could go about one encounter more, or one fewer, but probably not beyond that without putting too much emphasis on sex or downplaying it too much.
What TW2 got right, mostly, is the motivation of sex: for the most part, you can see why Geralt and certain women come together (or don't). What it missed out on, mostly, is the consequences. Sex changes people; it builds and destroys relationships. I don't get the feeling that most of the encounters in the game did that.

It doesn't make sense to have sex with Saskia because Saskia is into dwarfs. Same with Philippa being into woman, you can't just go to people and ask: "hey, let's sex". Not every character with two legs must be into over century old mutant-monster slayer. Imo in both witcher there are "romances" that clearly doesn't make sense. Sure, sex scenes with triss are done tastefull and generally are ok, but elf girl in iorveth act 2? C'mon!
