This is a meaningless statement because it means different things to different people.
The Ending being fixed is utterly bizarre because it's certainly nothing they promised.
Also, I don't know what you mean by "cut content" since it's fairly clear that they couldn't finish what they planned, let alone "cut" anything out like Mankind Divided.
1. No it doesn't. And ending that makes sense in the established canon as well as V surviving. They advertised this game "your choices matter and influence the outcome" and also as an RPG. So either they fix that or i am done. Simple as that after 20 years of support i had enough of a company i supported for this long going and backstabbing me with a EA Games move.
Either my choices matter and therefore i can change the outcome of the story or they do not matter and the game is a linear storyline and the choices i make are pointless. There is no in between. Dragon Age Origins as example. Choices matter and can change the outcome of the story drastically.
So they either lied or did it on purpose. Both are a no go.

2. Read point on about what they promised and you will be amazed on what kind of promises you can still find even on youtube in the official commercial trailers about how your choices influence the game and the outcome of the story. So yes this is something they promised.
3. You should probably research a bit more before you tell me what is and isn't there. Cause i can shower you with cut content files and stuff you can find ingame.
- Body Modifications (No not just some items but literally body modifications that are visible while playing ingame. The files are there)

- Car Modification (Same stuff)
- Trains for traveling (Train Stations are in the game can be found and the train as well as the stations have an interior design in which the player glitches through if they manage to get inside. Which isn't hard on the stations as they have working doors but the trains spawn and despawn around the city)
- Clothing options and entire outfits instead of trying to find this one nice looking jacket around the entire city that doesn't look like a rag and has decent stats. And again the modders do a better job than the actual company.
New colors for a TON of player clothes! Fem V focused, but many items work for Masc V too.

- Make up and Hair, piercings and tattoos. Including facial hair options (And yes the files are there to change that stuff ingame which never occurs once you are done with creating your char)
- Apartments and houses and basically an entire real estate economy for you to choose from. (Funny side note. The option to customize some parts of your apartment are actually found in the game files.)
- Flying cars and taxis and yes thats a promised feature that isn't in the game unless you count a cutscene at the end which doesn't count at all.
- Police chasing and working against you or gangs.
- Actual RPG elements in which my dialouge options change the outcome of a quest or entire storyline branch instead of just being voiced over fillers that change absolutely nothing.
- A City full of sin but nothing sinful to do as most buildings who have an interior are actually closed by default despite the fact that even items are in them to collect which you can do nothing with other than sell them. Oh wait thats also not possible. Game was advertised for an adult audience yet you get absolutely 0 for it. Sex shops etc and strip shops with no nudity. (and don't give me the excuse of nudity being a problem for rating when i can literally slice people into little bits. CDPR is not a company in the USA so WTF is this?)
- Real Crafting was advertised but ingame the crafting is literally a joke. Cause other than crafting a weapon or some clothes you can't modify anything. Hell even Fallout 4 has better crafting.
- There is nothing to do aside from main missions and side missions. And only in one of those side missions you can actually go to a club and dance there. The game is shallow and empty. Even Kotor 2 had more stuff you could actually do aside from the main missions to entertain yourself as player and feel immersion. Speaking of immersion. The fact that a mod like this even exists and shows how much better modders can even do a first person view should make everyone stop defending the company.

And the list goes on and on and on and on and on like a never ending story. And i won't pay a penny for any of that if it comes out as DLC. This should be in the final product. End of debate.
The funny part about this is that the modding community has restored more cut content from the files than the actual devs from this game in over a year. As far as it stands this company is dead to me and they could release 100 DLC's i wouldn't give them a penny for any of it.
Either they fix their broken mess first before they want money again for DLC stuff and i mean at least 80% of broken stuff, cut content and a fix for this ending or the company can go bankrupt for all i care.
The only ones i am sorry for are the devs of this game who had a vision and had to cut basically over half the game away or being forced to release it half done

Edit: And yes the modding community does alot for games like skyrim and fallout but the difference is bethesda never claimed (except fallout 76) that their game is something that it isn't. You always got what you paid for and after hundreds of gameplay hours the mods made an entire new game out of it as bethesda also always releases their mod kit for the games afterwards.
And yes this was a long rant but i am sick and tired of getting the end of the shaft as customer when it already feels like that every company out there is not caring for one second what the gamers actually want. CDPR was the first company who actually listend from the start to their fanbase. And boom we got this game in a very sorry state. Excuse my rant but i am done with this kind of BS. Either make a game or don't but stop pretending this game is fine or good. Kotor 2 is over 20 years old and is far better in anything than cyperpunk (except graphics). In this day and age this is unnacceptable.
