.dll related errors with Steam version

I recently bought TW2:EE on Steam but have been unable to play it at all. Every time I launch the game it goes through the whole "first time set-up thing" but even after that I get the following error: http://imgur.com/o9RfO
I have tried to verify the integrity of the game cache and it seems to download the same 720 byte file repeatedly.

Steps I've taken to solve this:
Verified game cache through steam
Updated windows 7
Followed advice mentioned on support page
Uninstalled and reinstalled various Microsoft Visual Studio C++ packages
Downloaded the .dll and replaced it in folder only to receive further errors

Any help would really be appreciated. I would really prefer not to have to download this again due to bandwidth cap

Actually one mistake, I had just moved those files (.dll) when i tried to replace them, the error message is still the same just the path is now \thewitcher2\bin

try like this, stop Steam, go to steam\steamapps\common\witcher2 and rename the redist folder to redist_old then go to bin folder and directly run Witcher2.exe as Administrator

Did what you said, no change except for not having to go through the installation process repeatedly, exact same error message.

This is really frustrating as I cannot play a game I legally bought, on a rig that should be able to easily handle it.

First, don't screw around with DLLs unless you already know enough Windows internals to know why you shouldn't do that. If you moved any DLLs, or replaced any DLLs provided with Microsoft or with the game from any other source, you should undo whatever you did.

The only place you should ever get Microsoft components from is Microsoft, and you should not move Microsoft components from the place they are installed or replace them with anything else. When these components are bundled with a game, you should likewise not move them or replace them -- unless you know what you are doing, in which case you also know better.

The download for Visual C++ 2010 Redistributables, which contains this DLL, is at
http://www.microsoft.com/download/en/details.aspx?id=5555 (32-bit, which the game is expecting)
http://www.microsoft.com/download/en/details.aspx?id=14632 (64-bit, which I don't think you need)

I never replaced any of windows .dll, just the ones in the witchers directory that gave me errors and only to see if others would work instead.I stopped getting the broken/not designed to run on windows error but started getting another noinput error or something one so I just put back in the original ones.

Ive downloaded and ran that installer in the first link about 5 times since I started trying to deal with this problem, this time it says a newer version is present, which I'm guessing is the second link.
