The Steamdb changelist has been updated regularly for a while now, but what does it actually mean?
It's hard to use it as a metric for new releases, DLCs, patches, etc. It could be something as simple as an update to a launcher for simple maintenance.

Why isn't this kind of data available on consoles?
Not only Microsoft or Sony. I could be wrong, but only on Steam these data are publics, nobody else doesSince there is a risk of leaking information I'm not sure Microsoft or Sony will be that keen on making this info as accessible.
