Do Changelists on Steamdb mean anything?

So it's not necessarily relevant for the players. As long as there is no update for the game I wouldn't bother much with that.
 
It's hard to use it as a metric for new releases, DLCs, patches, etc. It could be something as simple as an update to a launcher for simple maintenance.

Maybe it was a coincidence, but Steamdb didn't have a changelist today, and 2.3 is coming out Thursday.

Well, I'll put it this way, it can indicate a new release of some sort, and it's not uncommon for studios to get the data uploaded to Steam well in advance of the planned date.

The question is probably how accessible the infos are for normal people. Steamdb isn't run by valve themselves, the owners seem to get their info via SteamKit (as you can also gather from the link I mentioned above).

Since there is a risk of leaking information I'm not sure Microsoft or Sony will be that keen on making this info as accessible.

Not only Microsoft or Sony. I could be wrong, but only on Steam these data are publics, nobody else does :)
 
I'm not sure exactly what demographics are used to populate the information, but I would imagine that consoles may automatically prevent Steam (or any outside platform) from querying the console for data.

You can access the info that's available online, though, even on console. Just head to SteamDB.info in any browser.
