Does Experienced skill actually work?

This skill is supposed to give us +10% XP, but does it work?

I had 5721 XP, and had this skill, then completed a quest that got me 100 XP (Fight club, iirc), but total XP only increased to 5821. If we really did get another 10%, it should have been 5831. Had this suspicion in my first time through the game, and after paying more attention now, it doesn't appear to do anything.

Have paid close attention to this when getting quest rewards and killing monsters, and the Experienced ability definitely doesn't work as advertised. I'm getting no extra XP. If the game and wiki reports for instance 100 or 1000 XP for something, that is what I get, not 110 or 1100.
