Does ray-tracing replace screen space reflection?

When RT is on, the graphics seem to look the same whether SSR is on or off. In Control (the game), when RT is on, the SSR setting is disabled, but not in CP2077. Is RT a "superset" of SSR?
 
The difference is huge if you use RT reflections in CP. Ray-traced reflections mostly replace SSR in this game, but SSR is still used on certain things far away or on/ for select objects/surfaces.
