The problem was solved. You need to call the script "cyberpsychosis" from the owner of the clouds (the dude in the office) and then the "official" permission to kill in the quest will appear (it will appear sub the quest in the chain - kill the leader). And then everything will go fine.
BUT of course there is a caveat, this script must be in the cyber-deck in advance.
UPD any script will do. even a "request". he will provoke a fight and the quest will go as it should
