the hotfix is for another mission, it doesnt include Down the Street.
I fixed it for me. Nothing worked (reloading, dying, waiting 2 weeks...). I thought about closing the game and waiting for a patch but I moved to Jig-Jig Street and had sex with a joytoy. I don't looked at the sex scene because I tabbed out to read in this forum and received a call from wakado okaka that I have completed a mission. I don't know what mission because I absolutly did nothing but soon after the call from wakado I received the Takemura call.

Patch 1.05 doesn't fix this, the list of fixes doesn't even mention Down on the Street, it does bring new interface and performance bugs, though.
I'm playing on a base PS4 and encountered this bug for the first time yesterday (19th Dec). I don't receive the call from Takemura, and the latest patch 1.05 doesn't help.

Scratch that, I just loaded up an old save where I had just finished the conversation with Wakako, and this time I said goodbye to Takemura, waited 24 hours and got the call. Previously, I left Takemura and did Judy's sidequest Both Sides Now, however when I did this, I didn't get the call from Takemura. This was obviously a factor in me not previously getting the call.

Yep this patch dont work for this Bug, I hope they will fix it couse i cant progress i rly want to do Main Mission with Takemura and im a little tired of waiting for a problem which should be solved quickly . Ppl can progress. I love this game but im shocked how many bugs are here. Little bugs ok, ptmialization ? I can wait for patch. But srsly, bugs in main story ? It should happen.
Well, what can i say.. I have 3 corrupted side-quests. In war-pigs Johny doesnt appear and i cant finish the quest. I can't finish 1 cyber psycho because the dead body went beyond textures, and i have corrupted quest with speaking automat. And yes, Down on the street is not working as well. I've tried everything, from dying to all of the youtube/google recommendations, 0 effect.
I also tried to use my friends save game, but it's corrupted when i upload it in the game.
So, i can guess that if you have corrupted side quests + 2 simultaneous calls during the game (mine was Delamain + Takemura and many more ppl), there is no hope for you except waiting for patch.
Sadly, there is gonna be no fixes till end of january of february as it was told on the news page.

Can confirm, this worked for me. The reason why you got a call from Wakado is because you must've done a side job for her before, because when i got the Takemura glitch i decided to do some side jobs and i did one for wakado, but when the job was done i didn't get a call from her telling me that i did the job. So now i had two people who needed to call me but were glitched out. What i would recommend is having sex with a joytoy, waiting another 23 + 2 hours and having sex AGAIN. That worked for me at least - i got both calls then.
Remember - sex solves all your problems (kind of)

Issue is still there. I recently does not have ANY mission in main quest log as I already finished two lines and still waiting for that call. Waiting 23+2 hour does not help. 45 hours of playing and stucked in a place.
Guys, above mentioned solution really works. I did all side quests, gigs and NCPD missions and Takemura still would not call me.Same situation as everyone in this thread. Was stuck with this quest and also with the one with Mr. hands with voodoo boys. Those two guys just wouldn't call.
Went to the Jig-jig street, had sex with the female prostitute as female V character, waited 23 hours, went on my way to the nearest Megabuilding waypoint and then Takemura called me. After meeting with Takemura near the CCTV station Mr. hands called me immediately.
Still CDPR should fix this problem in their next hot fix patch. It's really annoying...
