During the exchange when you Wakako give you the chip with the parade intel. The cinematic didn't show up for me. I was still standing in front of her desk. I had to load my previous save, fortunately it auto-saved when you arrived on Jig-Jig Street. Lo and behold it worked. Don't know if that has happened to anyone else.
