It is hard to establish fire dicipline and humans tend to fire guns in very weird ways without training.
So it should be there, but it should be depicted accurately. Namely as a widely inaccurate and inefficient method of firing a gun, a little bit like putting yourself behind cover and rising the rifle above your head hoping to hit something.
Unless of course in cyberpunk 2077 there is a sort of computer that lets you aim, but auto-aim is kind of cheap.
