DX11 Version frame-pacing breaks after opening the game menu

In the DX11 Version, after opening the menu (not the pc menu) once, the frame pacing breaks. Check out the lower right corner graph. It also feels like what it looks like, trust me. It induces stutter and lower fps, sometimes by a lot even. The issue is there until you load a new save, regardless of if it's made after inducing the bug or before. It's very noticeable and the impact on playability is a deal breaker.

Otherwise, the DX11 Version has great smooth frame pacing and little stuttering normally without the bug triggering issues, when using low latency force on in NVCP or some such especially it's tight. It is the only way to play the game IMO on a non frame-generation GPU at least, since in comparison, the DX12 Version doesn't have this bug, but it has bad frame pacing out the gate no matter what, serviceable, but bad.

I think the menu isn't the only trigger, but it's a reliable one every time.
