Now let's not ridicule ourselves, this is marketing decision. Besides obvious next gen consoles launching during 2020 holidays, Cyberpunk is a killer app for RTX Ampere, and even bigger thing for Navi 2X. I don't expect them to sort things out with base PS4 and Nvidia Kepler GPUs and its 2gb VRAM bottleneck and bad outdated architecture.
From what I understood, some media have already played the game this week and told them the game needs further polishing, so they decided to delay it again. This would also explain why they say they're stressed in the message.
And the most interesting thing is how the city looks like, apparently it's impressive and feels dense and alive.
I personally think this is exactly what we'll see on Thursday.
Of course they need polishing, Nvidia is a good partner for CDPR and vice versa, they both don't want to ashame themselves with 30 FPS on 1200$ RTX 2080 Ti with dxr effects enabled (remember this tweet)...
The decision about the delay was announced right before the hands on started and at the conference they said that there definitely will be some bugs in the build played by media, so I don't think that had anything to do with it. Most likely they chosen this moment to announce the delay because it's the start of their main marketing campaign, so they will be releasing a lot more footage and info soon that can "ease some pain".
You heard that from your... sources? If so, I'm really looking forward to seeing that with my own eyes.

Although I do partially get the eagerness to try the game before release. I’d like to see a small demo being readily available a month or two before launch. I don’t expect it but I wouldn’t say no to it if it were available.

It's not really a problem if you show things to us poor non-journalist peasants, but when we're left in the black it can be infuriating.
