Can somebody even explain how the footage we saw seems limited by consoles ?...
Usually most of the limitations "imposed" by consoles come in 2 forms: Controls (UI) and Performance (GPU).
As for the latter, the consoles have been touted as "Next Generation", but if you look at the technology they are using, it is actually "Current Generation". "Next Gen" is just a moniker... a label. In the hardware world, technology evolves quickly, and consoles use a set amount of hardware that is never upgraded. Though software does get optimized in time, and performance games are made, these have no chance against true generational changes from "cutting edge" technology. And as long as game software uses old hardware as it's limiting factor, those with power to spare will have a wasted investment.
As for the UI, there are many, though subtle differences between how a gamepad most optimally interacts with menus and inventory control vs. that of keyboard and mouse. Some games, like Skyrim, had horrendous UI that made common tasks miserable on PCs, and fans actually had to wait for modders to present a solution rather than expect one from the developer. In fact, PC gamers for Skyrim had to wait for months until Bethesda released a patched that allowed the (at the time, 4GB limitation of a 32-bit OS the consoles were running on) PC to utilize more than 4GB of memory, which all 64-bit rigs already had.
